West Hill Town Neighborhood Development (TND)
The West Hill Town Neighborhood Development (TND) is designed as a sustainable, walkable, and community-focused neighborhood integrating residential, commercial, green space, and community amenities across approximately 50 acres. The site plan features a mix of housing types, including single-family homes, townhomes, apartments, and senior housing, integrated with commercial spaces within walking distance to promote reduced car dependency. Sustainability is prioritized through all-electric buildings, energy-efficient systems, stormwater management using rain gardens and wetlands, and the preservation of natural areas and mature trees. Walkability is enhanced by a comprehensive network of sidewalks, trails, and bike lanes that connect homes to parks, community gardens, and the TCAT bus system, encouraging active transportation and social interaction.
As part of the Town of Ithaca’s New Neighborhood Code the completion of the late concept plan in preparation for the regulating plan emphasizes inclusivity and accessibility, offering affordable housing options and universally designed public spaces for people of all ages and abilities. Community engagement and placemaking are central, with public spaces, green corridors, and programming designed to foster social cohesion and a strong neighborhood identity while following the Town of Ithaca’s desire for phased development.
